The report, titled Powering the Future, estimates that Indonesia needs to have at least 60.2 GW of energy storage capacity by 2060 to support the energy transition.
Despite the potential, there are eight key challenges to wind energy development in Indonesia: 1) wind dataavailability, 2) spatial datastandardization, 3) policyand licensing, 4) research and development, 5) industry capacity, 6) infrastructure, 7) financing, and 8) procurementmechanisms.
Finally, it is noteworthy that the subsequent deliverable under the project of which this roadmap is part (Wind Energy Development in Indonesia: Investment Plan), will include a more thoroughly assessment on the permitting procedure for onshore wind including barriers and recommendations.
Much about the economics of wind power in Indonesia remains unknown. The cost-benefit analysis of integrating wind energy in the Eastern Sumba grid showed wind power would be more costly than the average electricity price back in 2018.
In this way, after the design lifetime of the wind farm (20-30 years), the land ownership can remain with the Government. The potential of wind energy in Indonesia has been measured since the 1970's with East Nusa Tenggara set as the first location. In the 1980's, the research of wind energy was conducted by MEMR R&D department and LAPAN.
