In other words, China's PV market is almost totally dependent on its FIT subsidies. It seems that some existing literature may have greatly underestimated the impact of FIT subsidies on the PV industry; for the same reason, the central government acted very abruptly in cancelling the subsidies on May 31st, 2018.
The current PV subsidy policy—the zonal FIT policy—was enacted in August 2013 and went into effect in 2014 . It divides mainland China (except Tibet) into three different zones (Fig. 1).
To capitalize on this potential, the residential PV sector in China operates primarily under two business models: rooftop leasing and self-financing and self-ownership.
Statistics reveal that the gap of subsidy in the PV industry reached 60 billion yuan in 2018. If no measures are taken, the subsidies for PV industry may reach 250 billion yuan by 2020. The renewable subsidies in a number of countries show the reduction trends with the increasing years, examples include Germany and the U.S..
China's zonal FIT offers a quasi-natural experiment to analyze its policy effect. Subsidies have a much higher effect on installed PV capacity than was believed. Without the FIT policy, China's PV deployment could virtually disappear. The abatement cost of China's FIT is higher than the carbon-trading market.
