This makes it highly dependent on the rivers that feed the country's main hydroelectric plants, from where most of the electricity produced is exported to neighboring countries.
Under the treaty it had been agreed that Paraguay would own one-half of the electricity generated but that it would sell its excess power exclusively to Brazil at predetermined rates for 50 years.
